Management BS - Accounting Certified Government Financial Manager
(CGFM) Retired. 22 years with Department of the Interior as an
Accountant, Auditor and Indirect Cost Negotiator Trainer, Seminar
leader, and Speaker for Tribal organizations, Bureau of Indian
Affairs and the Association of Government Accountants.
During 1987-1994, Bruce Johnson
Associates, Inc.
was responsible for reviewing and negotiating indirect cost rates
with 40 state agencies and 160 Tribes each year, and as a result, he
has developed a rapport with Tribal leaders and managers, Bureau of
Indian Affairs officials, and certified public accountants in
training and developing indirect cost proposals and related cost
principles under OMB Circular A-87. Bruce P. Johnson has received
numerous awards from the Department of the Interior’s Office of
Inspector General, Bureau of Indian Affairs, and the Association of
Government Accountants.
Bruce P. Johnson, MBA, CGFM Retired, is the owner of
Bruce Johnson Associates, Inc.,
a consulting business founded in 1995, which specializes in
consulting, preparation and training to design and develop Indirect
Cost Proposals for Indian tribes, bands, rancherias, nations and
Alaska native organizations, including Indian health clinics,
community colleges and other Native not-for-profit organizations.
Also, indirect cost proposals are prepared for local irrigation
districts. Since 1995, Mr. Johnson has worked with more than 50
tribal organizations in 12 states. Mr. Johnson was presented with
the Association of Government Accountants National Education and
Training Award in 1999 for individuals who have made significant
contributions to the education and training of governmental
financial managers.

The seminar's, (my 15 th year), are continually updated to
incorporate 2010-2011 revisions and interpretations by Interior
(including Tribal Government {general council}, space and legal
costs) and current decisions from the Court regarding
Ramah-Navajo litigation and effect in the negotiation of
indirect cost rates for 2010-2011. New 2010-2011 carryforward
computations 2010 proposals.
The seminars are designed for Tribal Council decision makers,
administrative and financial managers, CPA's, accountants and
program managers. Additional in-class exercises and case
studies will show you how (hands on) to apply OMB Circular
A-87/A-122 Cost principles, related Interior interpretations in
analyzing direct and indirect costs and revised carryforward/shortfall
computations in development of your Tribe/Organizations indirect
cost proposals (ICP)
